The whole thing is pretty transparent on its face. The democrats have one ask – keep the healthcare subsidies. Republicans decided that shutting down the government is better than agreeing to the subsidies. In others words, the Republicans dont care if health insurance costs go up! They have already admitted that they have no alternative for it, meaning they want to cut them for good, end of story. If they wanted them, it wouldn’t be a problem to put it in the bill. They are perfectly fine closing the government and sharing blame because what they really want is to eliminate ALL of these programs, but it would be extremely unpopular to admit it.

There is existing law that says that during a government shutdown snap is to continued to be funded by the emergency reserve that was established for it under law, and the agency (the executive branch) is ignoring that law. It is not up to Mike or the congress, it is up to the agency to follow the law and fund snap from the emergency fund and they are not.
