What I don’t understand, is that disabled bays on residential bays aren’t enforceable usually?

Saw the video about this several weeks ago, and for a change its as bad as it sounds.
His neighbours attitudes were shit as well, the person it was put in for put the vehicle on social media for parking in their bay and of course everyone else couldn’t dogpile quick enough, making suggestions like having it towed or doing the tyres. Plus some twat was caught on his cctv actually removing one of the tickets.
I can’t help but agree uploading that footage is the only reason they backtracked and cancelled the tickets when they did
