From the way it’s described in the article I think the examiner just didn’t want to do the test, for whatever reason, and using this as the excuse they needed to cancel the test.

Honestly the photo looks like a different person to me too. It’s almost like photos from years ago are a bad way of verifying identity. To me, the photo has flatter eyebrows, different eyes, different hairline, missing forehead mole, & wider face.

The headline is wrong. It should be “Racist examiner turned away Asian learner with inexplicable reason – face does not match photo”.
There’s no other fathomable explanation as to how anyone can think they are 2 different people.
