Part of the answer is slowing the moving water down and harvesting rainwater. Slow it down so it soaks into the landscape. Get it underground where it won’t evaporate. Take advantage of the flooding rains part of the wet/dry cycle as insurance for the dry. Especially when your plan is to rely more on bore water
