It takes time to build factories and internal infrastructure. Feel free to criticize him on this but at least do it around the end of his term when it has had time to play out.

Even if he would have been right, new factories will be mainly automated and not have that many factory floor workers. If the existing wants to survive they will have to invest in automation and then their current workers will be obsolete.
Anyone who thought that opening new factories would mean that people would be able to go from high school to a factory floor as the boomers did are delusional.
