I hate the man, but this is not a half bad idea. Churchill is connected via rail, it has an established airport and it has an operating port. It’s a good place to create a base.

should logically be the southernmost arctic base as the farthest north port with a rail connection to the mainland; especially as climate change will leave it increasingly ice-free. defense of the north and defense of the arctic archipelago are distinct but related problems; this base would help both

Churchill is much too far south in that sense; its primary role is as a relatively southern arctic port. In terms of power projection we’d want something at like Tuktoyaktuk in the high arctic (which is why an all-season road was recently built there) or maybe Baffin Island. But then again, Churchill is a lot easier to supply.
