In this particular case, given the US gave no heads up to Canada about this, it would’ve been entirely reasonable to pause before giving out a statement. Or a statement saying something like, “we are watching closely and will provide an update later” just to buy some time. There’s no need to react immediately with a strong opinion with every action Trump does

Hopefully Carney is just buying some time until we have more trade deals in place and operational and to see how the midterms in the US pan out.
