I would say “Manchin Fossil Fuels Lobby” rather than “Biden Administration” as the driver for this. If the fossil fuels lobby wants CCS, they need to get the people in the states behind it.
Today FERC has some power to site natural gas pipelines. It does not have the same powers for oil or CO2 pipelines.
Unfortunately most of the CCS is going to extend the life of oil deposits today.
