That seems a surprisingly low figure.
Why not just do it? They can sell all their surplus solar output when it’s sunny, and draw from the rest of the country when their production dips.

The statement that Texas grid is not connected to others is about AC synchronization, which used to be important but no longer is now that batteries are available.

Texas already has some HVDC exchange with other grids. This proposal would add one more.
