It will take some serious legal gymnastics to de-obligate funds that Congress has already obligated. The Home Energy Rebates authorized by the IRA are in a similar situation as the charging infrastructure. Some states have already implemented their programs based on those obligations. What is the Fed going to do, renege on financial commitments that are already in arrears? I find it unlikely.
