The headline is correct. I wouldn’t say its new’s. The energy markets are not well understood either.
Anyone building new generation, or a balancing authority responsible for resource adequacy, uses proprietary simulation tools.
It is done by for-profit merchant generator and transmission builders in order to make sure they can repay their 20-30 year bonds. It is done in a detailed way in the IRP process every 2-5 years. FERC order 1920 requires 20 year IRPs at least every 5 years, and balancing authorities commonly have a longer range study.
The software tools simulate the wholesale grid, the market, and the performance of all the other generators. At the distribution level, utilities study load growth and upgrade capacity, like pole transformers, reconductoring, and substation upgrades to keep up with modeled demand. Detailed studies are required for the interconnection process.
