The states aren’t part of PJM, so they can’t pull out.
It could be a longer article. While including the states in PJM stakeholder governance is a good idea, they are not going to be able to outvote the generation owners, transmission owners, or distribution utilities – many of which own old generators. PJM is correct that the states need to speed up permitting.
