It’s very clear from the unified message coming from Trump and Johnson and the plethora of “Meanie Dems made us do it!” email signatures and web page banners that went up immediately on shutdown that whoever is running the government thinks they either have a strategy to win the shutdown in partisan terms, or just wanted it to go on to permit further destruction of the civil service.
