Obviously it’s on the Republicans. It’s comical watching them try to spin it. It doesn’t work when you control all branches of government. Yes, some democrats in the senate need to vote yes, but what you do is negotiate with the more moderate democrats to get the votes you need. This whole “take it or leave it” mindset the republicans have is what caused this, and anyone with a modicum of intelligence knows that.
