No it is not Legal, However Republican are not going to hold him responsible.
If it’s unlawful, he must be removed from office.

Anything the truck is doing in this regard is certainly illegal, but the Supreme Court isn’t willing to stop him. We will have to give the dementia time. Far more powerful than any Supreme Court.
