This has been the case in Australia for over a decade. Even back in the day, the cost of getting building consent was never really baked into the sale price. Don’t get me wrong, it’s a good move, no doubt about that, but just pointing out the neighbours have been onto it for ages. Anything under 5 kW, about 40 square metres back then, didn’t even require council approval. California needs to take note. When I started working in America, I was surprised cost barriers for residential rooftop PV here. They have a handbook for it.
