This is all semantics in service of talking points and in sacrifice of substance. It’s a lot like the lines he’s trotting out every day about how republicans are the party who cares about healthcare, just look at how much we have improved Medicaid with the budget! Meanwhile, the “improvements” are kicking people off and efforting the ACA’s collapse and, for *years*, never having any proposed alternative to the ACA, or, if they have one, not saying it because it will be politically unpalatable.
