I don’t understand all the attention on the second strike. What about the first one? For what I can tell there is no evidence that this was a drug smuggling boat. and even if there is, the USA I know (Pre-Trump) brings criminals to justice, it does not kill people indiscriminately.

Can anyone explain to me what has changed that is suddenly so ‘jarring’ about this event? When this happened I thought it was reported in mainstream media within days that there was a ‘double tap’ on this boat.
Given that the boat and crew were incapacitated by the first strike, it would seem obvious that the follow up strike was a war crime. I mean, I would argue using explosives on boats of civilian origins in international water with no present danger is pretty goddamn jarring if not a crime on its own merits, even if it were full of mega fentanyl or whatever.
Was there some kind of plausible deniability that the boat was dangerous and so the second strike was warranted? Did enough official reports get written to finally conclude the obvious murder was, in fact, murder? Or did someone just now read the part of the military code that said it is obviously illegal to murder shipwrecked sailors?
