It’s a fucking psychotic order to give, in the most literal sense of the word. When I was a tanker, we would talk of hitting targets. Not of deliberately killing everyone inside, even though we knew for a fact everyone inside would be enemy soldiers, and they’d probably all die. It wasn’t the intent, the intent was to disable the vehicle they were in.
To order specific, deliberate murder of a bunch of people floating in the middle of the ocean, with no idea who they all are, is the act of a man who should not be walking free.
