It will also look at information sharing between Commonwealth agencies, and information sharing between those agencies and State Governments.
The inquiry will have full access to documents and other materials it considers necessary to the inquiry

So he’s restricted it to just probing the AFP and Intelligence agencies. No looking at Government policy or Immigration department as to what role they might have played.
