This issue I find with tying this to Daniel, is that Daniel’s assailant was an opportunist. These laws would have not assisted Daniel in any way.

I have mixed feelings about this. While I appreciate the idea of visibility to known offenders who are breaching their obligations, I can’t see how this will in any way prevent anything at all from happening in the future.
