Much of this is due to people diverting the water from going into the Great Salt Lake for agriculture, etc.

All the States that use Colorado river water met in DC to make plans to maintain or lower water usage due to the droughts and miscalculated available water from the river.
Utah was the only State that demanded more water for essential things like… Golf courses.
