    The article is about “retail choice” states. In those states, the distribution utility maintains local transmission, substations, wires and poles, meters, and billing.

    Retail choice middleman companies acquire customers and offer different billing plans such as nights and weekends free. My impression is that they do not save overall, the article.

    In ERCOT, retail churn is about 10% each year.

    Ohio has some terrible energy policy proposals in their legislature which I hope the research group behind the article can address.
