The simplest answer is he cannot state any goals because Trump hasn’t publicly stated any goals. People on his orbit have learned not to say anything before he does publicly. If you go before Trump, he’s gonna wait to see the reaction and he’ll either throw you under the bus if it’s negative or take credit if it’s positive.
