Home builders are not friends of electrification.
There is no such thing as “affordable housing” in the USA.
Not sure what requirements there normally are, but they should simply require parking access to an appliance plug. That should only add like $70-80 to the cost of the house, most of that being the extra breaker and possibly the wire itself if the run turns out long.
