They are entitlements. Social Security counts quarters and if one worked enough, they are entitled to Social Security retirement payments.
Medicare Part A is an entitlement. Work 10 years, and one is entitled to free Part A. If a person (or their spouse) didn’t work 10 years, upon attaining age 65, a person is “eligible” to buy Part A.
As far as Part B is concerned, I think people are “eligible” to buy it.
Elon has also said society will need universal basic income. So what does he actually believe, that the poors should starve or that welfare is needed.
