Until engineers explain the plan…
…then it just sounds dumb. For a much cheaper solution, see Terran solar + wind + BESS. If that isn’t reliable enough, then it would still be cheaper to do something stupid like hydrogen electrolysis as energy storage.
Japan has plenty of energy available already. They just need to use it and stop importing Australia coal.
