Im unable to read the entire article because of the paywall but i suspect it might come down to who can deliver them faster. Just like the uk, nz has neglected its defence spending for so long and my understanding is that the current frigates are worn out

* UK is far away so will be harder for maintenance and getting spare parts

* How much work and jobs will be offered to New Zealand. For example, if Japan say they will do it all themselves and the UK is willing to let NZ make parts and assembly, the UK will be in a better position.
* The UK has a lot more exp so we could just cost dif them.
