Basically, there needs to be a map of targets in russia. Many targets.
There are low power low bandwidth communication devices for a two way messaging.
If balloon is over the required target, within the range of what – 30 kilometers, it goes down and does the job.
Balloon can be filled with cheap hydrogen for better lift.
They are perfecting what Japan did during WW2 using the jet stream.
Best part is that Russian can’t use this tactic against Ukraine due to prevailing wind direction

A balloon barrage (to use up anti-aircraft resources) followed by a significant drone attack on Moscow is what is needed for the people to rise up against Putin.
