If you look into this further a lot of this is due to the requirement to get these projects operational by a certain date. And many of these projects have gotten so caught up in regulations they were unable to make that timeline and now the potential to get the full timeline of the IRA has been cut short.
Sad to see regulations once again getting in the way of progress.
