22% compared to what? If you read the article, it’s compared to power demand last year, but I bet a lot of people are going to come away thinking it’s 22% of the total energy.
And reporting the percentage increase of rapidly increasing things is hard because they’re increasing from a (relatively) smaller base. Same reasons installed capacity growth rates for PV look so high.
