Sounds about right. They’re chickenshit and there are so many examples:
* Shooting a preacher with rubber bullets, from the roof, in Chicago
* Beating people already in restraints
* Spraying unarmed protestors with pepper spray
* Shooting tear gas into crowds
* Letting woman miscarry
* Prisoner deaths
Just to name a few.

A properly written active-voice statement would be:
“ICE shoots US Citizen in the back.”
You always lead with the actor, not the person or thing being acted upon.
“Jim got his feelings hurt” is not an acceptable way of stating “you hurt Jim’s feelings.”
“US Citizen shot” is not an acceptable way of saying “ICE shoots citizen.”
Most publications’ editorial standards would have caught this use of passive voice.
