FWIW, offshore Federal waters around Florida aren’t terribly prospective for fossil fuels. It’s a limestone platform (like the Bahamas or Yucatan peninsula), built up by coral every marine transgression. It never had anoxic depths for dead marine algae to accumulate into black shales, the source rocks for oil and natural gas.
Florida is also screwed on offshore wind energy. The lowest energy density offshore America. If Florida is ever to become sustainable, it will be with solar. Given the state’s politics, its just going to become semi-uninhabitable, once the ‘cheap’ fossil fuels run out. Expensive electricity, high insurance rates from storms, a malarial climate, encroaching seas.
As for California, there’s some prospective sedimentary basin, mainly offshore Santa Barbara. Potential resource sizes are too small and waters too deep for any producer interest until oil is several times current prices.
So, this is a Trump admin middle finger to Florida and California, and nothing will come of it during this administration.
