Russia extracts, refines, then (sanctioned) ships “distillates” to Venezuela to use to thin out its thick tar-like goo crude to in turn, re-refine it locally or ship it overseas to other refiners. Maybe you should do some reading about processing petroleum in all its various structures.
We do the same thing by sending fracked light oil to Canada that dilutes their tar sands bitumen.
