For most of them they won’t even actually leave, they’ll just change their primary residence (a technicality) but they will move whatever businesses they have to incorporate to another state. Most will still live here but the state will lose out on a lot. These state level taxes are pretty dumb because they’re so easily avoided.

Billionaires always say they’re going to leave at the slightest inconvenience but they rarely ever do. Someone like you or me can get up and find a new job in a new city or even country, but people like this have so much invested into their operations that it would cost them fortunes to pack up and move capriciously like this.
Prove me wrong. Going forward when there’s a marginal tax increase that billionaires cry about, see how many of them actually put their money where their mouths are.
