a. an immediate threat of death or serious physical injury to the officer or another
person, by a person in the vehicle using means other than the vehicle; or
b. a situation where the officer or another person is on foot in the path of the vehicle and CANNOT move to safety.
Officers WILL NOT intentionally position themselves in the path of a moving vehicle where they have no option but to use deadly force.

There is no longer any correlation with how protesters act and how ICE will respond. Their default is violence. And rarely or never is that violence coming from observers and protesters.
