Rule of thumb number one should be, any State that doesn’t pay as much into the Federal coffers as they receive is penalized that amount, and it is returned to the states that pay more into than they receive. That would be a starting place. Red States vote for fewer and lighter local and state taxes, then expect the Federal Government (and the Blue States which pay more than they receive back) to support their roads, schools, hospitals, and infrastructure. Remember Reagans “Cadillac Welfare Queen?”

Congress holds the purse strings, not the president. They can not decide who gets what, congress already did that. They have no power to change it without congress approving the changes
