This is actually one of those cases where I think Noem is just simply too dumb to understand what a “cabinet meeting” is. Remember she doesn’t even know what Habeus Corpus means and she’s basically lived her life as some pampered billionaire on a ranch out west. She doesn’t know anything about how the real world works, and her entire existence is devoted to complete subservience to Donald Trump. I don’t think she’d ever undermine him like that, and I do think it’s entirely likely she literally doesn’t know what a cabinet meeting is.
