Col.
Military assistant to the Secdef is usually an advanced step to becoming a four-star with a major command or a Chief of Staff.
He was in so far over his head that they had to retire him so that he could work as a civilian, since more senior officers wouldn’t listen to him as a military officer.
Since then he’s accumulated more and more influence as more competent people leave or get pushed out.
