Rent in Portland has actually been decreasing funnily, the market is incredibly hostile to landlords atm. Hella easy to get 4-8 weeks free on a new lease too. I’ve heard of people getting some places to agree to 3 months free on a 12 month lease if they push for it.
Used to be considered one of the most expensive places to live, now rent in Dallas is about the same. From my understanding a regular apartment built in the last 20-30 years here is what they call a luxury apartments in the south so quality of life and safety is also better.

Because it was…Biden slowed down inflation which stopped the rate at which consumer prices were going up but they more or less leveled off to normal inflation levels that people were used to…prices didn’t really deflate after that.
Now with everything going on, Trump has supercharged inflation again with April reaching 3.8% YoY….so yes…the cost of living is objectively higher now.
