From the Constitution Act, 1867, Section 92(10)(a):
“Lines of Steam or other Ships, Railways, Roads, Telegraphs, and other Works and Undertakings connecting the Province with any other or others of the Provinces, or extending beyond the Limits of the Province”
Meaning: If a work or undertaking physically connects provinces or extends beyond provincial limits, it is under exclusive federal jurisdiction.
Every single Province acts like mega NIMBYs and conveniently forgets that getting big projects built was literally one of the core drivers for founding our nation. The feds have jurisdiction and if they want to build things they can start exercising it and stop placating all the whinging.
