This is actually the concession that he got from Xi. It huts the US university system to have international students not pay tuition, and makes college less affordable for Americans. This isn’t to mention that over half the research coming from AI innovations are from Chinese students, either in China or as Chinese students studying elsewhere. Anyone who is even slightly familiar with research in this sector knows this. This is the same wave that he’s riding on for his “economy”. You stop Chinese students from coming to the US, they develop AI for China. It’s not a hard concept to understand.

Less Chinese students are coming to the US nowadays anyways due to their own universities catching up in the world rankings (though no one is near the clout and depth of the American system) as well as nightmare news headlines of students getting charged with felonies and ending their academic careers or perhaps even going to jail due to the slightest infractions due to illegal discrimination based on national origin.
What Trump actually needs to do stop being so anti-immigrant, get ICE back to its old job of just enforcing at the borders and handling legally mandated deportations, and stop listening to racist hawks that think every foreigner is a spy.
He won’t do that, so we’re probably still going on the decline in the long run.
