Granted air defence is tricky, but I have seen a lot of Pantsir systems fail like this or be really far off target. You’d think someone at some level would think “what we have isn’t working, let’s pivot”. Some crude version of a CIWS would seemingly work better. But I guess adapt and improve isn’t really Russian style at this point.
