Now that we’ve got that cleared up, does anyone think Brown and other proponents of performative tough-on-crime rhetoric will support funding the legal system enough that it can deal with people like these suspects expeditiously?

They should go to prison, then be kicked out of the country, never to return. The only exception I can think of is if the government they came from is willing to do a deal where they will imprison these people for, at minimum, the same amount of time as their Canadian sentence would have been.
Commiting any crime whatsoever, no matter how minimal, should disqualify anyone from getting PR/citizenship… hell, it should apply to foreign students as well. My old uni had some Japanese students who were busted bringing CP into the country and they got to stay…. fucking stupid.
