The Indian rapper who was murdered was instructed to be killed by an Indian guy who came to Canada under student visa. That guy already had an attempt murder charge. Canada cannot verify if a police clearance record is genuine or not, across 200+ countries and under various jurisdiction. The best process is to not fucking give student visas to those countries that are known for fraud.
