How about instead of stupid bills like this, you just pass a bill that says “Government services cannot shutdown automatically and continues funding at existing level unless explicitly modified by Congress.”

This is counterintuitive as it is a huge deterrent for politicians who *don’t* use their public position for personal financial gain. This is because the politicians who are stuffing their pockets in backroom deals are the ones who will have the insulation stay afloat during a shutdown, whereas the politicians who would otherwise survive on that paycheck will be thoroughly punished. This would be a huge deterrent for regular folks who want to represent their districts knowing that they will likely go without pay for an indeterminable length of time at *some* point during their tenure.
A better solution would be triggering recalls or special elections to replace representatives when there is an impasse on government funding. What is the point of converting an overflowing toilet to spa for rich assholes when there is literally a plunger in our hand.
